Access Rules to let Profile type manage/moderate another profile type

I would like to know how to create or source an Access Rule to enable A profile to edit another profile.
As far as I can see this could be the only way to create a 'Moderator' user to manage users.

Or is there another way?

I'm sorry but in Easysocial profile code, there is no way user able to edit other users' profile even you add a custom Access Rule.
