It is its default behavior. When there is a new comment or reaction, the poll stream item will go up.

If you wish the poll goes to the top, you can pin the poll so that the Poll will stay at the top of the stream. (Kindly refer the screenshot)

No, what I wanted to say is that a new vote, should do go up the stream item, as for a new comment or reaction ?

Unfortunately, it is impossible for the poll stream item to go up when there is a new vote at this point of time.
