I want ALL registered users to have the privilege to create comments.
If a registered user wants to be a blogger, he/she needs to request this privilege.
Is there a form, which a registered user can use to request being a blogger (and not just a regular user)?

In order to do that, you can enable 'Post Comments' which is at Backend > EasyBlog > ACL > User Group that you want > Comments.

Unfortunately, it is impossible to do that at this point of time.

For your information, EasyBlog user refers/links to the Joomla User Account. Once a user registered for an account, he/she will become an author in EasyBlog automatically as long as he/she has the 'Allowed To Write New Post' right in the ACL.

I think it will be a good idea to add this to future requests.
The request is: adding a menu item, which is basically a form, which registered users can use to request being a blogger (and not just a regular registered user).

Perhaps it would be best if you can submit a feature request regarding this issues by creating a new ticket on the forums and set it to "Feature Request" here. We will prioritize this feature during the development process for the next major version of EasyBlog if there are more people request on this.
