I did it, but it still has problem.
If I create a tag in back-end, I can't see it in tags-management page in front-end, and it's still dispeared after a couple of time.

Do you see the pagination links at the bottom of the tags list on the front end? Also, are you logged in as a super user or normal user? Normal users could only manage their own tags.
