Unfortunately, there is no 24hr format when creating events, but if you configure Settings>Events>Layout>Display Time Format, the display time in the event page can be displayed in 24hrs format(http://take.ms/rl8QY).

I configured the setup of the event. But when creating an event, use enter time in 12 hour format. Many countries do not understand AM/PM, so I do not understand how to enter time.

I apologize for the confusion. It's actually possible to use 24hr format while creating events. You can configure it in the event category custom field(http://take.ms/QzVNq).
