Where Do I Set the Default Settings for Notifications for Registered Users?

Hi there,

As the title suggests, I want to be able to control exactly when users get email notifications as some people are complaining already that their inbox is clogging up as they get an email for every time a user joins a group they belong to. I know they can disable it themselves, but I think I would like to preampt the complaints.
