Steps to reproduce :
1. Open the site link
2. Click on Participate and select Communities option.
3. Click on Create group tab and then select partner tab.
4. Scroll down till group avatar and group cover photo option.
5. Click on Group avatar or group cover photo text.
6. Observe that the user is able to open browse menu without clicking on browse tab.
Actual Result :
User is able to open browse menu by clicking outside the assigned area of Browse button.
Expected Result :
User should be able to open browse menu only after clicking on Browse tab.
