Do I need to activate Plugin " User - EasyBlog Users". The Description says " EasyBlog user plugin. This plugin is responsible to delete user's related records such as blog post and etc."

What Happens If I activate this plugin.

What Happens if I don't activate this plugin?
Yes, you need to enable this plugin is because if you delete one of the blogger which have contributed a lot of blog/comment/category/tag in your site, all his blog/comment/category/tag will automatically transfer to your "Owner for orphan items" user id which you set from backend > Easyblog > settings > system (screenshot : http://screencast.com/t/9PqjuPyO5bD )
