Security/ACL when creating a category

Not sure if this is the proper place for this question, but here goes.

When a user belonging to the 'Registered' group creates a category they can select who sees it, etc. I don't want them to see any of that, I just want them to be able to create a category and delete a category they have created. Is that possible to do?
