Do i have to buy ES 1.4 when I just upgraded only a few weeks ago, I was under the impression that, renewing/ meant I was going to get for free anything that is updated during the time I renewed for.

You can access to the latest download as long as your license have not expired. No you don't have to buy ES 1.4 because you have an existing valid license.
