Can you check with your web hosting provider and see whether they have enable this mod_evasive on your server?

We have some of our customers who faced this issue before, the reason why the server block it is because it will send multiple requests to the server on the same web page during installation, so it probably exceeded that default mod_evasive configuration limit.

Either you temporarily disable this mod_evasive or increase DOSPageCount or DOSSiteCount[/b] value from the mod_evasive configuration file so that your server might not block the installation process.

Can you give it a try and see how it goes?

If you are using shared hosting provider mean most likely they will not help you disable it, then we can help you manually install Payplans on your site.

Can you update your site FTP access?

It is a shared hosting, so best I can tell no option to disable mod_evasive or increasing the DOSPageCount.
