As replied in the ticket, the upload button is not appearing because your ACL for public user group does not allow them to upload attachments

Try open this file and modify to
-> JoomlaFolder\administrator\components\com_komento\tables\uploads.php

$file = $this->getPath() . DIRECTORY_SEPARATOR . $this->hashname;

//Replace to

$file = $this->getPath() . DIRECTORY_SEPARATOR . $this->filename;

And see how it goes.
