May I know what aspect of the login you would like to control? Can you provide some example or screenshot of spam on the stream?

One way to discourage spammers on the stream is by setting flood control in from the profile type's ACL settings(attached).

Not trying to control the login. Just trying to have some way to moderate new members, first post before it goes live on the stream.
Until we know who they are and what they are going to post, we are open to garbage posts. BY simply moderating the first one or set to moderate users until they are proven, spam would be eliminated all together.

It is not possible to moderate stream items of certain users on the dashboard. The other methods to prevent spammers are, honeypot on registration and stream creation(ES4) and Cleantalk app on registrations.
