Cleared cached but it is still not working.
Are there additional steps missing?
3. Making minor css adjustments
If all you want to do is to just modify some coloring / styling of buttons etc, you SHOULD NOT NEED TO OVERRIDE ANYTHING. You just need to edit your Joomla template's css file and add your changes there.
