I currently have "Installed version: 3.9.18967" if I update to "Latest available version: 3.9.19775" no notifications are being sent out. This is a major issue for me. I have gone through this issue and we had it fixed via this post http://stackideas.com/forums/notification-emails-not-being-sent-out. I even tried to apply the fix to the new version and it does nothing. Any assistance with this issue would be most appreciated.
Hello Michael,

Can you re-provide your backend and FTP access so we can check this? Please advise.

It seems the issue has is cleared up for the time being. I do however still have the issue that I cannot update to the newest version if I do then the notifications will stop again.

Is it ok for you if I update your Easyblog to the latest and debug the notification?

Sorry for late reply to this,
I have help you updated to latest version of Easyblog and help you replace the customization file as you requested before.
JoomlaFolder/components/com_easyblog/controllers/dashboard.php

If I'm not wrong you publish blog post from backend, then it will not send email notification to private categories.
So that I have customized on this file also -> JoomlaFolder/administrator/components/com_easyblog/controllers/blogs.php

So that whatever you publish the blog post from frontend or backend, it also will send email notification to your private categories member.
Can you give it a try?
