How do I use the new feature User Blocking in ES v1.3?

I still can't figure out how to block a user with ES 1.3, where do I see a link or a button? I assume it will be in the User Profile but can't find it

It's on a user profile bottom right of the avatar Block User / Report User

Thanks Josh! Got it! You are using Wireframe Theme and I can see it if I switch.

I've been using Frosty since it was introduced in v1.2? If I'm not mistaken and guess it was not implemented in Frosty
