We have disabled any type of guest action, however the comment block still shows.

Are you referring to this: http://screencast.com/t/dVykQOcE ? If yes, have you set the ACL for the selected user group? Screenshot: http://screencast.com/t/2dKl8aIn . If you have set it, but it still showing, can you provide us with backend access and FTP access so that we can further assist you on this issue.

If this is not the issue, please explain more and provide us with screenshot so that we can understand you better.

Please advise.
