Event End Time Earlier Than Selected Start Time

When selecting an end date for an event the time is always earlier than the one selected in the start time. In the attached image example, I select the start date and the starting time is one hour ahead of the current time, but when I select the end date the time does not start at the same time as the one selected for the start. Instead, it's closer to the current time.

Also, and I've raised this before, bust most event calendars automatically block out dates before the event starting date when selecting its end date (by default they automatically jump to the date selected for the starting time. This is not the case with the current ES - using the same attached image for reference, the user has to again choose the same date before selecting the time.
