Actually this language file "en-GB.plg_app_user_textbook.ini" is actually a sample file, when you create a new app for integration with Easysocial, if you need some of the language string can be get translated, you can create a unique language file for this en-GB.plg_app_user_appName.ini

By the way, I'm not really sure what do you mean "The sample file can be used to android and ios" ?

The sample file you download from our documentation page, it actually can use in any OS.
