1. Can users view, edit and create Easyblog via Community Builder profile Tab management?

We do have a plugin for Community Builder. This allows you to list blog posts on your CB profile and there is also a button which renders the composer window.

2. Can JCE editor be the default editor for Easyblog?

Yes, you can configure this from the back end of EasyBlog
