Unfortunately that was not possible to assign specific user but you can assign specific which Joomla user group do not have permission to create/view post under these categories from backend > Easyblog > category > permission tab

Thank you for the tip. But I foresee several bloggers writing in different categories. I will not be created several categories of users of Joomla.
I'll have to move the incorrect blogs to the appropriate category.
