How to turn off unnecessary blocks?
How do I stop I know. How to remove them completely?
You can disable them from the back end under the "Blocks" area.

Currently it is not possible to arrange the elements. It looks like the group needs to be disabled if there are no items. I will log this into our issue tracker.
