Automating Mass Assignment of Points

Is it possible to automatically add a fixed number of points to the account of each and all community members on a recurring calendar basis? As an example, I want to automatically credit each member with 1000 points for each and every month, even if there is no other activity. Let's call these type of points "Member in Good Standing" ("MGS") points. The members would then be able to manually assign portions of their accumulating "MGS" points to other members in exchange for some mutually agreed upon activity. The points that are assigned, and the reason for assigning the points, will then be recorded and viewable on an ongoing basis by each of the parties to the transaction. I have considered a shopping cart extension as a means of enabling the transaction and keeping the transaction records, but perhaps you can offer an easier solution within your current framework or as a customized additional feature.
